As the environment for policymaking on climate change has evolved, it has become increasingly apparent that there is an opportunity not only for educating policymakers about climate policies generally, but also for lobbying, i.e., directly advocating for specific legislation. Private foundations such as Advocates for Climate Innovation may engage in policymaker education but may not engage in, or provide support for, lobbying. Consequently, in 2019, Climate Innovation Action Inc. (then named LTC Action) was created as a separate, related entity that is organized under section 501(c)(4) of the tax code and is therefore allowed to support lobbying and some other activities that the tax code disallows to ACI. ACI and Climate Innovation Action have entered into an agreement under which Climate Innovation Action pays for a portion of the working time of ACI employees so they can lobby on Climate Innovation Action’s behalf. Climate Innovation Action also supports third parties that engage in lobbying. Climate Innovation Action pays directly for some of its activities and reimburses ACI for others, such as the time of its employees and access to other ACI resources.
